Bianchi Estates Neighbors

Electricity

Our homes are all electric, served by  Pacific Gas and Electric Company.  Some homeowners have supplemented their electric service with propane, and a few installed solar power generating.

Garbage

Auburn-Placer Disposal Service collects garbage in our neighborhood on Friday mornings.  (Early!)  90 gallon toters are provided free of charge.  Crews work on all holidays except Christmas and New Years Day, in which case pickup is on Saturday.

Recycling

Placer County’s One Big Bin  initiative is designed to make recycling simple.  Everything is tossed into “one big bin” and sorted at the Materials Recovery Facility.  Household hazardous waste (HHW) has special requirements  Batteries can be deposited at any Raley’s or Bel Air store.  Placer County will do free curbside pickup (by appointment) of certain HHW items, including Batteries (household & auto); E-waste; Fluorescent tubes & bulbs; FOG; Mercury-containing items; Motor oil & filters.

Water

The development originally was built with its own water system, consisting of two wells and a storage tank.  They  – and the system – were maintained by the Placer County Water Agency.  We originally paid $10/month in addition to set rates for the water we used.  We were told the monthly $10 fees were set aside to pay for repairs, if ever needed, on the wells.

However, in 2010 when PCWA decided our system needed repairs, we were told that the $10 (and higher) monthly fees had been used for normal operations and no money was available unless we were assessed.  Their solution was to connect our system with the City of Roseville’s, since development, by this time, had reached across Baseline.  They do a bucket-for-bucket trade with the City somewhere further back on the distribution system. They say the water is a better quality than we got from our (treated) wells.

In the early 1980s we were told that you must have 2.5 acres or more to have your own well, which, of course, none of us did.  Some time between then and 2010 the rules changed.  The water rates increased (again) and homeowners were encouraged to dig their own wells.  Many of us did.  The downside is the increased electricity needed to run the water pumps.

Infrastucture

Roads

We are outside the city limits of the City of Roseville (although we have a Roseville address) and are in the County of Placer.  Our roads are Placer County roads and the County  is  responsible for maintaining them.  The first (and last) time they were resurfaced was in 2016.

Fire Department

The Dry Creek Fire Department was originally an independent volunteer department.  With considerable growth in the west Roseville area, it was eventually (by vote of residents) made a part of Placer County Fire.  It is still a volunteer station.  The Dry Creek Station is located at 8350 Cook Riolo Road.  It provides fire and emergency services.
